My printer is marking the pages and it looks like paper damage and poor print quality. Is it the drum damaged as I have new toner on.

Pages look like they have been in a jam and wrinkle between 2 and 3 on the drum marker. Also the quality of the print is poor. The toners are all new. Is it a drum issue or something else?
